The Bank of Italy instructed payment service providers and crypto asset service providers to review and strengthen their implementation of EU and domestic sanctions measures, reiterating that sanctions screening for crypto asset transfers must not include a minimum transaction threshold. The notice says financial intermediaries must identify transactions linked to sanctioned parties, freeze assets, and submit required reports. Violations have been elevated to criminal offenses. Under the TFR recast and European Banking Authority Guideline 2024/15, PSPs and CASPs must maintain internal policies and automated screening systems to check customers and every funds or crypto asset transfer against sanctions lists, except for instant transfers and low-risk cases specifically exempted under EU rules.
