Alibaba Group Chairman Joe Tsai has underscored the importance of AI's application layer in China, emphasizing that the ultimate goal is to promote widespread adoption rather than just developing cutting-edge models. Speaking on March 22, Tsai highlighted the potential of AI to benefit society and drive economic growth. In line with this vision, China's State Council issued guidelines in August 2025 for the "AI+" initiative, aiming for AI to significantly empower high-quality development by 2030. The guidelines propose that adoption rates for next-generation intelligent terminals and agents should exceed 90%, positioning the intelligent economy as a key growth driver for China's economic development.
