Coinbase has submitted recommendations to the U.S. CFTC and SEC in response to the agencies’ joint request for comment on perpetual contract products and compliance frameworks. Chief Policy Officer Faryar Shirzad said the company urged regulators to adopt a flexible framework that supports customer choice, competition and innovation, classify equity perpetual derivatives under securities futures regulation, and allow exchanges regulated by either agency to list securities-related event contracts. Coinbase said perpetual derivatives and prediction markets offer investors new tools for investing and risk management. The company added that overlapping jurisdiction between the two regulators has created inconsistent requirements for related products and has made it harder for market participants to offer and integrate products through a single U.S.-regulated technology stack.
