Following the ruling, Changpeng Zhao stated that centralized exchanges (CEXs) have no incentive to assist terrorists, as such activities generate minimal trading revenue and funds are typically withdrawn quickly. Zhao emphasized the lack of financial motivation for exchanges to engage in such conduct.
