Russian lawmakers have proposed an amnesty for cryptocurrency miners using illegally imported equipment, aiming to integrate them into the legal framework. Oleg Ogienko, a member of the State Duma's crypto regulation group, suggested the policy at the Digital Almaz forum, highlighting that 60% of Russia's miners operate underground. Despite the legalization of mining in Russia this year, the absence of amnesty for illegal equipment hampers miners' registration with the Federal Tax Service. Currently, only 150 mining farms and 1,300 entities are registered, while power shortages in regions like Siberia have led to mining bans in over ten areas. The proposed amnesty seeks to reduce enforcement burdens and boost tax revenues by legalizing these operations. Russian authorities are actively locating illegal mining farms through technical means, in collaboration with power companies.
